Preparation
In a mixing bowl, combine the softened cream cheese, peanut butter, and powdered sugar until smooth.
Fold in the whipped topping.
In a 9x13 inch dish, layer half of the Nutter Butter cookies on the bottom.
Spread half of the peanut butter mixture over the cookies.
Repeat the layers, finishing with a layer of cookies on top.
Drizzle the chocolate chips and milk over the top layer.
Cover with plastic wrap and refrigerate for at least 4 hours or overnight before serving.
